Hamas said that Arab mediators had put forward the changes, but one official said that Hamas had suggested them. Mr. Netanyahu said last week that he would carry out an offensive in Rafah “with or without” an agreement. More than one million Palestinians have sought shelter in Rafah as they fled other parts of Gaza under attack by Israel.

President Biden intends to use a first-ever joint meeting with the leaders of Japan and the Philippines on Thursday to send a blunt diplomatic message to an increasingly aggressive China: Beijing’s harassment of Philippine ships in the South China Sea is a violation of international law and must stop. In recent months, Chinese coast guard ships have been ramming Philippine vessels, blasting them with water cannons and aiming lasers at their crews in what the United States condemns as “coercive and unlawful tactics” in one of the most crucial waterways in the world. So far, the Chinese provocations, asserting disputed claims to the international waters, have fallen short of the kinds of attacks that would trigger the military defense pact that the United States and the Philippines signed in 1951. But Biden administration officials said the meeting of the three leaders on Thursday is intended to demonstrate to China even stronger military and diplomatic unity among the leaders of the three allies. One U.S. official, speaking on the condition of anonymity to discuss the meeting in advance, called the issue of security in the South China Sea a “pillar” of the discussions between Mr. Biden, Prime Minister Fumio Kishida of Japan and President Ferdinand Marcos Jr. of the Philippines.

The United States collected intelligence in March that Islamic State-Khorasan, known as ISIS-K, the branch of the group based in Afghanistan, had been planning an attack on Moscow, according to officials. In addition to publicly warning on March 7 about a possible attack, U.S. officials said they had privately told Russian officials about the intelligence pointing to an impending attack. It is not clear how much information the United States gave Russian officials beyond what was in the public warning. Western intelligence agencies had collected intelligence about possible planning by ISIS-K to bomb the service. As in Russia, ISIS-K claimed responsibility for that attack.

In my debut novel, a family retraces their lineage in order to be eligible for the nation’s first federal reparations program for Black Americans. The idea that the United States could ever collectively support a national reparations policy for Black people seemed, well, the stuff of fiction. Since then, reparations task forces and commissions have been created in California, Illinois, New York and Pennsylvania. To address systemic inequalities rooted in federal law, a federal reparations policy is required. I decided to write about reparations after researching the racial wealth gap, the statistics of which continue to paint a picture of widespread systemic failure.

American, British and European officials are pressuring Israel to let aid for Gaza transit through the Israeli port of Ashdod to help alleviate a metastasizing humanitarian crisis, according to six U.S. and European officials. Israel’s military responded to the Hamas-led Oct. 7 attacks on Israel by invading and declaring a siege on Gaza, which was already under a yearslong blockade. Humanitarian workers say vastly more aid is needed to meaningfully help Gaza’s 2.2 million residents amid dire shortages of food, water and supplies. Secretary of State Antony J. Blinken pressed Israeli officials about allowing Gaza aid through the port of Ashdod when he was in Tel Aviv earlier this month, according to one U.S. official. That official and the others interviewed about the new aid proposal spoke on condition of anonymity to discuss sensitive negotiations.

Tesla is a hot favorite when it comes to investing in the electric vehicle market. Brian Arcese, portfolio manager at investment firm Foord Asset Management, said he has a "far less convicted view" in Tesla retaining its dominance than in his preferred investing route in the EV market. He told CNBC Pro Talks last week that he's taken two "slightly untraditional" approaches to investing in that space. He names one U.S. stock, Edison International , as one such U.S. regulated utility company to play the EV trend. But he says that within that space, he's focused on companies that are the lowest-cost producers.

With a power vacuum and years of civil conflict following the 2003 U.S.-led invasion of Iraq, militias grew and multiplied in Iraq, some supported by Iran. While he came to power with the Iranian-backed groups' support, he also wants continued good relations with the U.S. and has backed the ongoing presence of American troops in his country. U.S. Secretary of State Antony Blinken, in a meeting with al-Sudani this month, warned of consequences if Iranian-backed militias continued to attack U.S. facilities in Iraq and Syria. An official with one of the Iranian-backed militias said al-Sudani put “great pressure” on the militias not to carry out attacks during Blinken's visit. WASHINGTON, Nov 14 (Reuters) - The United States has issued a new 120-day waiver allowing Iraq to pay Iran for electricity, U.S. officials said on Tuesday, stressing Tehran could only use the funds for humanitarian trade and seeking to blunt criticism of giving Iran the money. The move may also be controversial because Washington has asked Baghdad to curtail attacks on U.S. forces in Iraq by Iranian-allied militias, with mixed results. One U.S. official described the U.S. requests to Iraq as "a work in progress." U.S. and coalition troops have been attacked at least 55 times in Iraq and Syria since Oct. 17, injuring 59 personnel, though all have returned to duty.
